CHILMARK PERSONNEL BOARD PRESENTATION MAY 18, 2006

CALL TO ORDER:  9:00 AM  

PRESENT:  Members Jennie Greene, Susan Heilbron, Max McCreery, Lois Norton and Richard Williams.  Also present:  Staff Liaison Polly McDowell, Selectmen’s Liaison Riggs Parker, Executive Secretary Tim Carroll, Chief Tim Rich, Sgt. Jonathan Klaren, Lenny Jason, Tom Wilson, Melanie Becker, Sylvia Yeomans, Annette Anthony, Pam Bunker, Rodney Bunker and Chuck Hodgkinson.   

Ms. Greene called the meeting to order at 9:00 AM and thanked everyone for attending.  She outlined the purpose of the meeting is to summarize the eight personnel policies that were developed to expand on or amplify the Town’s Personnel By-Laws and make sure Town personnel practices are consistent with the requirements outlined in the Fair Labor Standards Act (FLSA).  She added that after a brief break the Town Services Organization Chart will also be discussed.

PERSONNEL POLICIES

Chuck H. presented the personnel policies.  After the presentation Chief Rich asked if the Police Department’s practice of awarding time and a half compensation to officers that are called into duty for an emergency while on vacation is allowed.  It was agreed this is a unique circumstance and is not considered in the policy per se.  Chief Rich agreed to have a follow up conversation with a member of the Board of Selectmen.

TOWN SERVICES ORGANIZATION CHART

Chuck H. presented the Town Services Organization Chart.  Mr. Jason asked if the Building Inspector position should also be in the “Public Safety” group of services because it is licensed by the state to oversee three safety inspectors—gas, wire and plumbing.  It was explained that it is in the “Town Development” services group because it is probably more consistent with the way residents think of and use the Building Inspector’s services.  It was agreed this could be listed in both sections—just as the Harbor Department is listed in two service sectors.     

With no further business to discuss the meeting adjourned at 10:45 AM.
